[Tb] Generating HTML with in-page (named) links

I'm sorry, I wasn't clear. What I'd like to have happen is that when
Tinderbox does an export, it checks to see if a better note link is
going to a different page or to somewhere on the same page and then --
automatically -- generates the correct HTML. It seems that Tinderbox
always writes out "page-level" HTML links on between note Tinderbox
links.
