I would report it as a bug. It appears to be encoding twice. Try it
with extended characters, such as curly quotes. The same thing
happens. It generates the proper (well, if you consider non-
directional quotes to be a proper interpretation) named entity, and
then proceeds to encode the result, snagging the ampersand, resulting
in "
I tried turning HTMLEntities off and on, with no effect.
