[Tb] How does TB decide which editors to show in the preferences

Tinderbox looks for html_helpers.xml in several places:

        a) in ~Library/Application Support/Tinderbox
        b) in /Library/Application Support/Tinderbox
        c) in the bundle

So, if you need to customize this or other configuration files, you
can do this in a way that doesn't require extra work when you upgrade.
